WhatsApp Business Platform pricing per message: how the July 2025 change affects customer service and marketing

On 1 July 2025 Meta moved the WhatsApp Business Platform from charging per 24-hour conversation to charging per delivered template message. Customer service replies within the service window remain free, but businesses sending many marketing or notification templates need to rethink message design and automation.

Background: the conversation model

The WhatsApp Business Platform, used through Meta’s Cloud API or business solution providers, allows companies to message customers at scale, integrate WhatsApp with CRM and help desk systems, and automate replies. It is separate from the free WhatsApp Business app used by many small businesses.

For several years, Meta charged for conversations. When a business sent a template message or replied to a customer, a 24-hour conversation window opened, categorised as marketing, utility, authentication or service, and the business paid per conversation regardless of how many messages were exchanged within it. Rates varied by category and the recipient’s country.

What changed on 1 July 2025

From 1 July 2025, Meta changed to per-message pricing for template messages. Businesses are charged when a template message is delivered, according to the template category and the recipient’s market. A conversation containing several templates is therefore charged for each template rather than once.

Messages that are not templates, sent within the customer service window after a customer contacts the business, remain free. Utility templates sent within an open customer service window are also free. Meta also introduced volume-based pricing tiers for utility and authentication messages, so rates can fall as monthly volumes grow in a market.

Pricing details, rates and rules change periodically, and business solution providers may add their own fees, so current rate cards and provider contracts should always be checked.

The message categories

Template categories determine cost and what can be sent. Meta reviews templates and can recategorise them if content does not match the chosen category, which affects pricing.

Marketing
Promotions, offers, product announcements, re-engagement messages and other content not strictly tied to a transaction.
Utility
Messages related to a specific transaction or account the customer initiated, such as order confirmations, shipping updates or appointment reminders.
Authentication
One-time passcodes for verification and login.
Service
Free-form replies within the customer service window after the customer contacts the business.

What it means for customer service

For inbound customer service, the change is largely favourable. When customers contact the business, replies within the service window are free, whether written by agents or generated by chatbots and AI assistants. This supports investment in fast, helpful responses on WhatsApp.

The practical design question is what happens when the window closes. If an agent needs more time, the business can only restart the conversation with a template, which is charged unless it is a utility template within an open window. Handover processes, service levels and follow-up templates should be designed with that in mind.

What it means for notifications and marketing

Businesses sending several templates in sequence, such as order confirmation, dispatch notice, delivery update and review request, now pay for each delivered template. Consolidating updates, choosing which events genuinely need WhatsApp rather than email or push, and triggering messages when the customer is likely to respond can reduce cost.

Marketing templates are usually the most expensive category in many markets. Campaigns should be targeted to customers who have opted in and are likely to engage, rather than broadcast to entire lists. Poorly targeted campaigns cost more and generate blocks and reports, which can reduce messaging limits and quality ratings.

Consent remains essential. WhatsApp requires businesses to obtain opt-in before sending proactive messages, and European electronic marketing and data protection rules apply to marketing messages regardless of the channel.

Measuring and controlling cost

Track cost per outcome, not only per message: cost per resolved enquiry, per completed booking, per recovered basket or per repeat purchase. Compare WhatsApp with email, SMS and push notifications for each use case, considering read rates and conversions as well as price.

Review template categories regularly, monitor delivered templates by category and market in the platform’s analytics, and set up alerts for unusual volumes caused by automation errors. A misconfigured workflow that sends a template on every status change can become expensive quickly under per-message pricing.
