Digital agency services in North Macedonia

An EU candidate with two official languages in two scripts, a strong IT outsourcing sector and industrial zones that brought global manufacturers to Skopje.

North Macedonia has spent the past decade repositioning itself firmly towards the European Union and NATO. It joined NATO in 2020, opened EU accession negotiations in 2022 and has been aligning its legislation with EU standards, including a data protection law modelled on the GDPR.

For a digital supplier, two features matter immediately. The country has two official languages written in two different scripts — Macedonian in Cyrillic and Albanian in Latin — and a large share of its economic growth has come from foreign manufacturers and technology firms rather than from the domestic consumer market alone.

The market

Technological industrial development zones attracted international manufacturers, particularly in automotive components, electronics and industrial production, with incentives that made the country part of European supply chains. These employers buy systems, recruitment marketing and integration work at international standards.

The IT sector is one of the strongest in the region, with software development and outsourcing firms serving clients across Europe and North America. Skopje has a dense community of developers, and many firms work entirely in English for international clients.

Albanian became an official language at national level under the 2019 language law, and Albanian-speaking communities are concentrated in the north-west, including Tetovo, Gostivar and Struga. A national brand speaking only Macedonian misses a significant part of the market.

What changes here

These are the rules and conventions that alter how we scope, build and price work for North Macedonia. They are the reason a campaign or a system cannot simply be copied across a border.

AreaWhat applies in North Macedonia
Data protectionThe 2020 Law on Personal Data Protection follows the GDPR closely and is supervised by the Personal Data Protection Agency, including obligations on consent, security and transfers abroad.
LanguagesMacedonian is official nationwide and Albanian is official at national level, which affects public-facing communication, institutions and any service aiming at the whole population.
Cyrillic handlingCyrillic content requires deliberate decisions on URL transliteration, search indexing, sorting and font coverage, particularly where Latin-script Albanian appears on the same site.
VATThe standard rate is 18 per cent with reduced rates for certain categories, which billing and e-commerce systems must apply correctly.
EU alignmentAs a candidate country, legislation is converging with EU rules, and systems should anticipate EU requirements rather than stop at the current minimum.
Industrial zonesCompanies in technological industrial development zones operate under specific incentive arrangements that affect how they invest and report.
Consumer protectionConsumer protection rules cover online sales, including information requirements and withdrawal rights.
PaymentsCards are increasingly common alongside cash and bank transfers, and checkout design should accommodate all three.

Language and localisation

Macedonian is written in Cyrillic, which brings the same technical requirements as Bulgarian or Serbian: transliterated or Cyrillic URLs, correct search indexing and collation, and fonts that cover the full alphabet.

Albanian is official at national level and the everyday language of much of the north-west. Bilingual sites need two genuinely separate locales in two scripts, not a Macedonian site with an Albanian toggle that shows half-translated pages.

English is widely used in the IT sector and among international employers, which makes B2B and technology work practical in English.

Where the demand is

The capital dominates the economy, with regional cities carrying tourism, industry and distinct language communities.

Skopje
The capital — government, IT companies, industrial zones and most corporate buyers.
Bitola
The second city in the south, with commerce, education and energy.
Tetovo
A north-western city with a large Albanian-speaking community and growing commerce.
Kumanovo
A northern industrial and commercial centre close to Skopje.
Ohrid
The lakeside heritage city and the centre of the tourism economy.
Struga and Gostivar
Struga for lakeside tourism, Gostivar for regional trade, both with Albanian-speaking communities.

We publish a dedicated page for one of these cities:

What foreign suppliers get wrong here

The first mistake is building a single-language site. Albanian is official at national level, and a Macedonian-only presence excludes a significant part of the country.

The second is treating Cyrillic as a font choice. It affects URLs, search indexing and sorting, and mixing scripts on one site multiplies the decisions that must be made deliberately.

The third is judging the market by its domestic consumers. Much of the growth comes from international manufacturers and IT firms that buy digital services to international standards.

A fourth is building to today’s rules. EU accession is steadily raising requirements, and systems designed only for the current minimum will need rework.

A fifth is ignoring recruitment. Manufacturers and IT firms compete hard for skilled workers, and employer branding is a genuine budget line rather than a side project.

Finally, tourism seasonality. Ohrid and the lakes concentrate demand into summer, and booking and marketing systems need to be built for that peak.

How we work with clients here

We work in the same time zone as North Macedonia, with same-day collaboration and travel where a project benefits from it.

Contracting is in euros or denars, fixed-price per phase against a written scope. Macedonian and Albanian content is written by native professionals.

We recommend North Macedonian counsel on data protection, tax and regulatory questions rather than giving legal opinions ourselves.

Questions

Should URLs be in Cyrillic or Latin?

Either can work, but it should be decided once and applied consistently. Many sites use transliterated Latin URLs for sharing and compatibility while keeping page content in Cyrillic, and the same rule has to hold across the Macedonian and Albanian versions.

Is North Macedonia a good nearshore base for software work?

For many firms, yes. The IT sector is mature for the region, English is widely used, the time zone matches central Europe and costs are lower than in Western Europe. Quality varies between firms, as it does anywhere, so references and code review matter more than hourly rates.

Do we need both Macedonian and Albanian?

For a national consumer brand or public-facing service, usually yes. Albanian is official at national level and the everyday language of much of the north-west, and a Macedonian-only site misses a significant share of the market.

Does Cyrillic cause technical issues?

It needs deliberate handling: URLs, search indexing, sorting and fonts. Mixing Cyrillic Macedonian and Latin Albanian on one site adds further decisions that should be made at design time.

Is there a data protection law?

Yes. The 2020 Law on Personal Data Protection follows the GDPR closely and is supervised by the Personal Data Protection Agency.

Why do international manufacturers operate here?

Technological industrial development zones offered incentives that brought automotive, electronics and industrial production into European supply chains.

Is the IT sector strong?

Yes. Software development and outsourcing firms serve clients across Europe and North America, and many operate entirely in English.

What rate of VAT applies?

The standard rate is 18 per cent, with reduced rates for certain goods.

How important is tourism?

Significant around Lake Ohrid and in heritage and mountain destinations, with strongly seasonal summer demand.

What does it cost?

Fixed-price phases in euros or denars against a defined scope, quoted after a discovery call.
